Do you have to remove the old siding first?

Usually yes. Going over the top hides whatever is underneath, which on an older house is often the part that needs attention.

What happens if there is rot behind the siding?

It gets found during tear-off. Ask for photos so you can agree on the repair before it is covered again.

Is the house exposed overnight?

The weather barrier goes on as the old siding comes off, so the wall is never left open.
